Do crest white strips work better on dirty teeth or clean teeth?

ok I purchased a box of the crest whitestrips and I am wondering should I brush my teeth and then use them or should just use them when I wake up because I heard they work better on clean teeth and I also heard some say that they work better on dirty......tks
