Extended Benefits ? for anyone leaving in Savannah,Ga?

A quick question, i have a cousin who has about 1 or 2 weeks left of Tier II benefits, now would she still need to apply for the SEB? or would she still fall in for the 13weeks since its for the state of GA? The paperwork states that the benefit yr ends 11/23/09. So far she has rec'vd 20wks ui, 17wksTierI and 10wks Tier II. So would she still be able to get the SEb if the 13wks kicks in?, or since it would be past the benefit yr end she wouldn't be eligible.
