Can a landlord ask you to move out of a neglected home for 11 yrs to repair & then tell you not to come back?

Lease possibly MIA signed 11 yrs ago. Landlord has NEVER responded to repair requests and now says he needs 30-45 days to do repairs. He asks same 11 yr tenants to vacate for that time and then decides they can't come back into the home at all. He has given 30 days to vacate. Is this legal?
