How is my proposal for penalty of answer/question deletion in politics section?

If your answer or questions get reported you lose 1000 points. If you appeal the deletion and you lose the appeal, then you lose 2000 more points. So you lose 3000 total points if you lose appeal. If your yahoo points balance goes into negative, then there is 4 months waiting period before you can participate. And your IP number gets recorded. So if you create a new yahoo id, it will not work for 4 months on yahoo answers. Over 90% of annoying posters would be gone this way
