I have modified to formatting as I was requested.?

Power tends to corrupt, especially when one is given authority but no corresponding accountability. There are several professions (doctors, lawyers, psychologsts) with strict ethical standards AND monitoring agencies to enforce them. Legislators, executives and religious ministers do not have such mechanisms of ethical review. Ministers are umed to be "holy" and above such temptations. Legislators and government executives are umed to be adequately compensated so that they wouldn't consider abusing their positions for personal gain. As long as the people trust but do not require proof of integrity, there will be some abuse, whether it be graft, influence peddling or even ual abuse. Those who tow the ethical line will feel a little like chumps, and those who don't will feel entitled because of the burden of their duties. The solution is to provide effective tools for verifying honesty and integrity in one's work. Respect for a profession is not the same as blind complacency and trust.
