What's making my eyes water?

I usually use the cheapest kind of eyeliner I can find which is Rimmel Londons Exxagerate eyeliner but I bought a new brand and started using it the other day and it makes my eyes watery and I can't stand it. It kinda feels like allergies but I don't think they are because they are only watery when I put on the eyeliner. The kind I have now is Maybeline New Yorks Unstoppable eyeliner. So if anyone could help me, I would really appreciate it.
