Boyfriend in prison for 2nd offense DUI, I have a couple questions!?

2nd DUI offense 9 times out of 10 means he will serve jail time. It sucks, but judges usually follow the books when it comes to DUIs. When I was in jail for my DUI, I was allowed to call immediately, but it was only to land lines... and all I knew was cell phone numbers, so I was screwed!
